Overview

The Ministry of National Defence of Cambodia confirms that on 21 December 2025, Thai military forces continued their armed aggression against Cambodia, entering the 15th consecutive day of hostilities. These actions represent ongoing violations of the ceasefire and the Joint Declaration signed by the Prime Ministers of Cambodia and Thailand on 26 October 2025.

Thai forces employed heavy artillery, tanks, mortars, fighter jets, drones, and toxic gas, deliberately targeting civilian communities, religious and cultural heritage sites, schools, and civilian infrastructure, constituting serious violations of international humanitarian law.

Civilian Impact and Casualties

Cambodia reiterates that its right to self-defence is exercised solely against military targets. Conversely, Thai forces deliberately attacked civilian locations.

As of 6:00 PM on 20 December 2025:

  • 19 civilians killed, including 1 infant
  • 79 civilians injured

Thailand’s actions—including the use of fighter jets, heavy artillery, drones, and toxic gas—constitute serious violations of international humanitarian law, the United Nations Charter, and the ASEAN Charter.

Cambodia demands:

  • Immediate cessation of hostilities
  • Full reimplementation of the Joint Declaration
  • Accountability for violations and war crimes
