Paramilitary Incursion and Civilian Targeting (17 September 2025)
On 17 September 2025, at approximately 3:30 PM, a mixed Thai force of around 300 personnel entered Prey Chan Village, O’ Bei Chorn Commune, O’ Chrov District, Banteay Meanchey Province, within Cambodian sovereign territory.
The force consisted of:
- Border patrol units
- Paramilitary forces
- Black-uniformed military personnel

At 4:20 PM, the same Thai force escalated its actions by:
- Deploying long-range acoustic devices
- Firing tear gas toward Cambodian civilians and local authorities
These actions posed a direct threat to civilian safety and constituted a serious violation of Cambodian sovereignty and international norms regarding the protection of civilians.

Two separate shooting incidents were recorded:
- First incident: From 11:52 AM to 12:22 PM
- Second incident: From 12:25 PM to 12:46 PM

Conclusion
The events of 17 and 27 September 2025 demonstrate a renewed pattern of Thai provocations, including paramilitary incursions, civilian targeting, and direct armed attacks against Cambodian forces. These actions undermine peace efforts, violate Cambodia’s sovereignty, and pose serious risks to regional stability, while Cambodia continues to exercise restraint and pursue peaceful resolution through lawful means.
